The Homes First Program is a response to homelessness that prioritises permanent and stable housing for people experiencing homelessness. The Homes First Program has been designed based on the evidence-based Housing First model and principles, and it is a Victoria-based pilot program. Junction Support Services delivers the program across Ovens Murray and Goulburn.

- Housing and support are separated
- Flexible support for as long as it is needed

- Active engagement without coercion
- Recovery-orientated practice
- Social and community inclusion
- Harm-reduction approach
Eligibility for the Homes First Program:
- Have been sleeping rough and are currently experiencing homelessness, and/or have experienced multiple episodes of homelessness over an extended period; and
- Have identified support needs that impact their ability to maintain a tenancy without intensive wrap-around support and access to services that aim to address psychological, physical and social support needs; and
- Must meet the eligibility criteria for or have an approved Homelessness with Support Priority Access Category application.
- Show an understanding of and give consent to participate in the program for the three-year support period.
